Essay Help: If a peninsula is bounded on both sides by fresh water rivers how could this area suffer from a drought

On both sides of the peninsula that most of us live on, there are rivers.  On one side is the York River, on the other side  the James River is found — both are fresh water rivers.

Question for discussion: If the peninsula is bounded on both sides by fresh water rivers, how could this area suffer from a drought, as it did from 2009 through 2015? (Hint: where does our fresh water come from?)
